PROJECT OVERVIEW 

The Bechtel Petrofac Joint Venture has been selected to provide a 2 M tons per year Alumina Refinery in Abu Dhabi's Khalifa Industrial Zone.

POSITION SUMMARY 

The Project Security Manager is responsible for managing all Project Security activities on the project in support of the EPCM effort.

ESSENTIAL JOB DUTIES 

  1. Establish the required security processes and procedures and implement the processes to secure all project facilities in accordance with the laws and regulations of the UAE security organizations and Bechtel's required security specifications.
  2. Work with the various security contractors, construction contractors, suppliers, and vendors to ensure the physical security of all construction materials and the facilities.
  3. Support the customer's security team members involved with the project to ensure there is world class security on the project.
  4. Conduct investigations of all security incidents and produce reports for Site Management on any security incidents
  5. Manage, from a security perspective, the relationship with all relevant contractors and stakeholders
  6. Work with the other functional organizations on the project to produce the required reporting and metrics to allow the customer to assess the project's performance
  7. Directs the identification, development, implementation, and maintenance of security strategies and programs so as to respond to security conditions and incidents, and minimize risk of personal, physical, or financial harm to Bechtel Petrofac JV and Customer assets, employees, and dependents.
  8. Develops, plans, organizes, and directs the activities of on-site security staff and ensures their actions comply with legal and regulatory standards as well as meet corporate and customer requirements, which includes the ensuring the presence of the guard force, their performance and safety compliance.
  9. Monitors and supervises the security situation on the site and project related areas, activating incident response and carryout the reporting process
  10. Informs management of major accomplishments, issues and concerns.
  11. Develops and maintains close relationships with Abu Dhabi and other local law enforcement, intelligence and security agencies, Embassy security groups and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and work-site security, incident management, and evacuation activities for Bechtel Petrofac employees and authorized and unauthorized dependents.
  12. Implements appropriate security awareness and training programs to enable employees to keep themselves and their families secure in the workplace, residence and other places and facilities they frequent. This includes identifying cultural aspects that may impact employees and dependents in the United Arab Emirates.
  13. Directs, as required, the executive protective services program, including: providing personal security services for specified executives, families and facilities; implement the Bechtel policies applicable to project offices, as well as determining need for, and managing procurement, installation and operational instruction of security equipment required at the residence or offices of company executives.
  14. Directs, as required, the administration, operations, policy formulation and activities of a project security program to ensure compliance with the appropriate governmental agency security regulations.
  15. Ensures implementation and maintenance of policies for the safeguarding of internal security data, reports and case documentation; administers security programs to meet appropriate UAE government standards and regulatory requirements to protect customer and contractor Intellectual Property and proprietary information.
  16. Supervises investigations of acts against Bechtel Petrofac JV personnel, property, or other interests.
  17. Directs the development of security and emergency preparedness procedures, policies, plans and programs.
  18. Recruits, develops, and provides specialized training for security service personnel, as required.
  19. Supervises and evaluates the performance of assigned security personnel, and makes recommendations on personnel and salary administration to Security management.
  20. Formulates specifications for contract security services, assists in evaluating contractor proposals, and supervises and evaluates performance against contract requirements.
  21. Conducts project Security Induction for all newly mobilized Bechtel staff.
  22. Responsible for the processing all project Gate Passes and related issues.
  23. Conducts screening of documents prior to the Safety Induction document.
  24. As required, represents Security Department at meetings and consultations with client representatives, governmental security agencies and industry associates.
  25. Develops budgetary requirements for security activities and manage the implementation of approved budgets.
  26. Will provide support or provide coverage for employees on scheduled R&R as directed by the Site Manager.

KNOWLEDGE, SKILLS AND EXPERIENCE 

  1. Formal and specialized training in industrial security, criminal justice, industrial relations, personnel and resource management, or associated disciplines, and significant experience with a major law enforcement, intelligence, public or private sector security organization.
  2. Extensive knowledge of current physical security principles, procedures, and equipment applicable to protection of construction activities, offices, and senior executives in international environments.
  3. Prior experience in managing security programs, including program planning, budgeting and personnel administration.
  4. Required demonstrated experience in the international security arena, preferably in the Middle East
  5. Highly skilled in verbal and written communications with government officials, senior management, contractors, and client representatives.
  6. Ability to speak Arabic is an asset.
  7. A minimum of 3+ years of experience in Construction is preferred but not required
  8. Prior experience working on an EPCM process project a plus
  9. Prior Middle East work experience on a large EPCM project is preferred but not required
