El sector de infraestructura es de vital importancia para Emiratos Árabes Unidos (EAU). No sólo ha logrado articular comunicaciones de primer nivel en todo el país sino que también ha elevado el bienestar de sus ciudadanos. Hasta el punto de que, según las palabras del ingeniero Hassan Mohammed Jumaa Al Mansouri, subsecretario del Ministerio de Desarrollo de Infraestructura de Emiratos Árabes, este sector ha fortalecido la posición del país a nivel mundial y resultó clave para que Dubai se hiciera con la organización de la Expo 2020.
¿Está el sector de infraestructuras impulsando significativamente la economía de Emiratos Árabes Unidos?
Los proyectos de infraestructura en Emiratos Árabes Unidos representan una parte importante del sistema de diversificación económica y son unos de sus principales impulsores. Gracias a la calidad de la infraestructura del Estado, el país se ha convertido en un centro regional para atraer inversores e inversiones. Asimismo, EAU ofrece el mejor nivel de servicios para apoyar el sistema económico en términos de transporte, aeropuertos y puertos marítimos y terrestres. Destaca el hecho de que la infraestructura desarrollada en los últimos años y el monitoreo sobre la ejecución de los grandes presupuestos hayan contribuido significativamente al desarrollo de la economía nacional, hayan convertido a EAU en uno de los principales países de la región y hayan permitido la entrada a las refinerías de los países desarrollados en términos de diversificación y rápido desarrollo económico.
¿Hasta qué punto es importante este sector para la economía de EAU?
El sector de infraestructura ha fortalecido la posición del país a nivel mundial en diversos campos. Igualmente, ha contribuido a su sistema económico y ha logrado generar bienestar para la comunidad de Emiratos Árabes Unidos. Finalmente, ha contribuido en los últimos años al flujo de más inversiones, a garantizar el desarrollo económico sostenible y a obtener un ritmo constante de desarrollo. Este es el estado de los logros desde el establecimiento de la Unión en 1971.
¿Qué datos sustentan este desarrollo?
Durante el año 2018 completamos una serie de proyectos vitales que apoyan el sistema de infraestructura, que a su vez reflejan la calidad de vida y la economía general del país. Lo anterior incluye el desarrollo del puente Al Badea, que es una arteria importante que une el norte del país al emirato de Dubai. El valor de los proyectos vitales que se encuentran actualmente bajo la supervisión del Ministerio, junto a otras iniciativas, son parte del plan para el año 2021. El programa de inversión se sitúa en 9.700 millones de dirhams. La mayor parte de estos presupuestos serán asignados al desarrollo de la infraestructura y al mantenimiento y la modernización de los edificios federales en Emiratos Árabes.
¿Y qué grandes proyectos se van a acometer a corto plazo?
Emiratos Árabes actualmente está siendo testigo de una serie de importantes proyectos que incluyen el desarrollo de un nuevo eje que vincula los existentes en el país, así como las obras para el establecimiento de nuevas carreteras federales. Estas son adicionales a los 780 kilómetros que conectan la capital, Abu Dhabi, con Ras Al-Dara en el emirato de Ras Al Khaimah. También existen destacados proyectos de carreteras que complementarán el sistema vial en el norte del país. Como parte de los esfuerzos de Emiratos Árabes Unidos para sostener financieramente los desarrollos del sistema de infraestructura, el presupuesto del plan vial a cinco años ha alcanzado los 3.200 millones de dirhams.
¿Es Expo 2020 en Dubai un evento que tiene en cuenta el sector de infraestructura?

Esto representa la base para el desarrollo integral en todos sus aspectos. Han demostrado ser altamente eficientes en la implementación de proyectos de conformidad con los estándares internacionales.
